Mayor for the years 1909 – 1910. Alderman 1904 – 1908, 1911 – 1917. Returned to the UK in January 1921

(From The Cumberland Argus, January 22nd, 1921)   After a sojourn of 25 years Mr. and Mrs. John Waugh … (and son and daughter) … are now severing their connection with the old town …

Mr. Waugh, who had been an alderman of Cabra-vale and also of Prospect and Sherwood, soon found a seat in the local council …. He was twice elected to the mayoral chair during the troublesome time when the sewerage system was being taken over from the Government.

… Parramatta owed Mr. Waugh a debt of gratitude for the manner in which he had grappled with the financial problems of the municipality. By the consolidation of the municipality’s loans Mr. Waugh had saved the ratepayers thousands of pounds …
