Mayor for the year 1894. Alderman 1892 – 1893, 1895 – 1898. Died 2nd December, 1914

(From The Cumberland Argus, December 5th, 1914)  Mr. Joseph W. Withers … passed away at Mosman on Wednesday, aged 73 years. The deceased was an old resident of the town. He built and for years lived in the handsome residence in George-street now occupied by Mr. Alex Christie. At the time Mr. Withers was a very wealthy man, but his kindness to others resulted in his fortune being heavily depleted and no doubt caused his departure from Parramatta. The late Mr. Withers was a prominent resident of the town 20 years ago, and was Mayor during a portion of the 1894-95 term. In those days Mr. Withers often sat on the local Bench and on one occasion unsuccessfully aspired to represent Parramatta in the Parliament of N.S.W……
