Thousands of handwritten pages of early Council minutes within PRS21 Minute Books, Parramatta Municipal Council / Parramatta City Council have been transcribed and validated with the help of hundreds of Parramatta Digivol volunteers.

Our volunteers have transcribed historic Council minutes from 1862 to 1945, and here you will find available searchable PDF copies of the transcriptions. We hope you enjoy searching these records to see what stories they might tell, and the historical information they contain.  

The Parramatta Municipal Council was formed in November 1861, following the implementation of the Municipalities Act 1858. Prior, from 1843, limited functions of local administration had been undertaken by the Parramatta District Council.

In 1936, following the elevation of the Parramatta district to city status, the name of our council was changed to Parramatta City Council. In 1948, the Parramatta City Council absorbed the precursor local Municipal Councils of Dundas, Granville, Ermington and Rydalmere. A further name change to City of Parramatta Council occurred following the implementation of the Amalgamation Act, 2016.

From January 1862, official minutes of the meetings of the Council were prepared and safely stored, as required under the Local Government Act. The minutes record dates of meetings, attendees, election and resignation of Aldermen/Councillors and Mayors/Lord Mayors, correspondence received, matters discussed, resolutions carried and defeated, and summary reports from various committees and sub-committees.

From 1862 to February 1942, the minutes were handwritten with an index at the front of the book. From March 1942 the minutes were typed and by 1946 the indexing ceased. From 1991 minutes of the various committees were bound together with the Ordinary Minutes of Council.
